"How much is a smoke shop license?" has no single answer, because there is no single license. You are buying a stack: a state tobacco retailer license, a sales tax permit, a local business license, sometimes a separate e-cigarette permit, and in many cities a local tobacco permit on top. Here is what the verified pieces cost.
| State | License | Fee |
|---|---|---|
| California | Cigarette and Tobacco Products Retailer's License (CDTFA) | $450 per location, per year — raised from $265 on July 1, 2026, with no proration (CDTFA Special Notice L-1021) |
| New York | Tobacco Retail Dealer License (Dept. of Taxation and Finance) | $300 per location, per year |
| Texas | E-Cigarette Retail Permit (Comptroller) — on top of the tobacco permit | $180 for 2 years (industry guides, 2026) |
| Most other states | State tobacco retailer license | $15–$500 per location (industry guide consensus, 2025–2026 — confirm on your state page) |
| Idaho · Mississippi | No state tobacco retailer license exists | $0 at state level — city/county licensing still applies |
| Minnesota · Wisconsin | Licensed by city/county, not the state | Set locally |
Your state's page on this site carries its own stack with the fee where we have verified it — start from the laws by state index, or run the free checker with your product mix.
